Bids are being solicited for the collection, transportation, recycling, handling, disposal, and related services for municipal solid waste and recyclable materials for the City of Fall River, acting through its board of Health and its Department of Community Maintenance, in accordance with the listed specifications for the period of two years with an option for one additional year. Sealed bids must be received at the Office of the Purchasing Agent. All Technical Proposals will be opened and sent to an Evaluation Committee for review, and Price Proposals will be retained for review after the evaluation of Technical Proposals is completed. All bid prices must remain firm following the bid opening. Questions concerning this bid solicitation must be submitted in writing via email by noon, and written responses will be emailed to all bidders on record. MBE/WBE businesses are encouraged to participate. The City of Fall River reserves the right to reject any or all bids or quotes when deemed in its best interest, and shall be the sole judge of equivalency and acceptability. A payment bond in an amount equal to 50% of the total contract price is required. A Bid Deposit of 5% of the value of the total bid is also required. All price-related documents must be sealed in a separate price proposal envelope. Bids are subject to M.G.L. Chapter 30-Section 39M and to Massachusetts Prevailing Wage Rates as required by M.G.L. Chapter 149- Sections 26 to 27H inclusive. Any deviation from the specifications must be clearly outlined and explained in detail. Otherwise, it will be considered that services offered are in strict compliance with the specifications and the successful vendor shall be held responsible accordingly. Time of delivery is part of the bid and is very important. If the indicated date cannot be met or a date is not indicated in the specifications, the bidder shall state its best delivery time.
