Sealed bids are invited for a state sand and gravel permit to remove sand and gravel from submerged land in the Mississippi River in Crittenden County, Arkansas, specifically on the right descending bank between river miles 719 and 724, covering 5.0 river miles. This permit is for sand dredging only, with specific special conditions including avoidance of gravel removal, adherence to conservation plans and recommendations for endangered species such as the Pallid Sturgeon and the Interior Least Tern, and restrictions on dredging activities near nesting habitats and mussel beds. The permit is also subject to acceptance and issuance by the U.S. Army Corps of Engineers and the Arkansas Department of Environmental Quality. The maximum term of the permit is five years or six months after cessation of commercial production. The minimum acceptable bid is a royalty of $0.25 per cubic yard for sand and $0.45 per cubic yard for gravel. A bid fee of $500 must accompany all bids. The Commissioner of State Lands reserves the right to reject any or all bids.
