As of July 17, 2026, a shortlist of prospective firms has been released. Construction is estimated to take place in late 2027. The shortlisted firms are listed below: 1 . Skanska USA Civil Northeast, Inc. 2. Clark/Stacy Witbeck, A Joint Venture 3. Kiewit Infrastructure Co. 4. FD-Herzog L’Enfant T&S JV *The closed solicitation has been included below for reference: The Virginia Railway Express invites Statements of Qualifications from entities wishing to provide Construction Manager/General Contractor (CMGC) Services for the L’Enfant Station and 4th Track Improvements Project through CMGC Contracts. This includes a Preconstruction Services Contract, with potential for a subsequent Construction Contract for the construction of the Project. The procurement is a two-step process. The first step is a Request for Qualifications (RFQ) to establish a shortlist of no more than five qualified Offerors to receive a subsequent Request for Proposals (RFP). Qualifications will be evaluated according to the criteria stated in the RFQ, and shortlisting will be based on the Statements of Qualifications submitted. After shortlisting, selected Offerors will be eligible to participate in the second step, which is the RFP phase. Question Date 02/11/2026 2.00PM
