The District requires on-call professional services for planning, design, permitting, construction support, treatment and process engineering, emergency resources, and staff augmentation needs related to its potable water system and associated infrastructure. Proposers may submit a Statement of Qualifications (SOQ) for one or more categories of service. All SOQs must be submitted electronically. Potential proposers must have an approved vendor profile set up with the District through Bid Locker before accessing the RSOQ documents and submitting their SOQ. Registration with Bid Locker requires a completed Confidentiality Agreement, and vendor profiles are subject to manual approval. Proposers are responsible for ensuring their profile is active and approved a minimum of three business days prior to the SOQ deadline. Proposers will be notified by email of any addenda, and it is their responsibility to obtain all addenda. Late SOQs or those submitted outside the required method will not be accepted. The District may award multiple Umbrella Contracts in each category of service, reserves the right to cancel the RSOQ or reject any and all SOQs, and may negotiate contracts with the highest-scoring proposers. Award of a contract is not a guarantee of work. Proposers are responsible for all costs associated with preparing an SOQ.
