The selected company must use a cross-connection control software package, approved by Ottawa County, that can produce standard notices, reports, device inventories, overdue inspections, and test forms. County employees must have access to the software. The County will provide the list of water accounts requiring surveys. A comprehensive project plan must be submitted and approved before commencing surveys, with considerations for seasonal properties. Respondents are responsible for notifying customers in writing about testing and survey requirements, providing full-time customer phone support, and generating all program notifications. The selected company must conduct quarterly review meetings with the County and include proof of required business and contractor certifications, and comply with equipment, construction, and insurance requirements. Compensation is on a monthly basis per number of completed surveys, with a maximum of $75,000 per year for a 2-year project duration. All project paperwork must comply with applicable laws, regulations, ordinances, and industry best practices. Respondents must submit a full proposal by the deadline, with all costs for responding borne by the respondent. Each proposal must include a Bid Guaranty Bond and Contract Bond for 100% of the proposal amount.
