All bidders must submit sealed bids in writing either on paper at the specified address or electronically through the online bidding service, BidVAULT. Bidders are responsible for complying with the technical requirements for bid submission. Each bid must be accompanied by a bid guaranty in the form of either a bond for the full amount of the bid issued by a surety company authorized to do business in Ohio, or a certified or cashier's check equal to ten percent (10%) of the bid.
