Site work and new construction of a mixed-use development in Normal, Illinois. Conceptual plans call for the construction of a 900-bed multi-residential development; and 450-seat educational facility.
Illinois State University is seeking proposals from qualified professional cost estimating firms for independent cost estimating and value engineering support on a major capital project that includes a new 900-bed residential hall and a 450-seat dining center. The consultant will prepare detailed cost estimates during the Design Development and 50% Construction Documents phases, and support value engineering efforts throughout the design. The project scope covers the residential hall (including student rooms, lounges, study spaces, community and administrative/support areas, and site improvements), the dining center (including commercial kitchen, servery, dining and service zones, and support spaces), and site development (including utilities, landscaping, pedestrian circulation, and related infrastructure). The selected firm will be responsible for preparing detailed line-item cost estimates, providing quantity takeoffs, breaking down costs by project component, identifying risks and scope gaps, updating estimates, conducting variance analysis, recommending corrective actions, collaborating on value engineering, and delivering all estimates in Excel and PDF formats along with summary reports and participation in meetings. Cooperation with other project consultants and adherence to ISU guidelines and standards are required. Submissions must comply with procurement requirements, and bidders may submit either electronically through the designated platform or in sealed physical form, with only one submission accepted per vendor. Physical submissions must be clearly marked, and vendors should refer to the attached e-bidding instructions for critical information.
