Washington County of Utah, in partnership with the Dixie National Forest; Pine Valley Ranger District, seeks to obtain proposals from qualified industry experts that can provide construction services in compliance with industry standards. The selected contractor will construct a Trailhead, designed by the Dixie National Forest, as well as perform light clearing and grubbing of an event parking, staging, and camping area for the Cliffrose Trail system. Responses to the RFP must be submitted in one electronic and two physical copies. Each proposal will be reviewed and scored according to the Selection Criteria contained in this RFP. A proposal is anticipated to be selected by March 25, 2026. Questions or comments shall be directed to: Leslie Fonger (leslie.fonger@washco.utah.gov) Cliffrose Trailhead and Event Area Construction o Project Management description o Project Collaboration plan o Trailhead Construction to include the following (not an exhaustive list): o Grubbing and clearing o Crushed aggregate base o concrete curb stops o Fencing o Concrete work o Shade structures o Kiosk and additional signage o Bike repair station o CXT Restroom (Comfort station) concrete apron and hole excavation o Event Area Construction to include the following (not an exhaustive list): o Light grubbing and clearing Removal of impediments to the parking of vehicles such as large rocks that protrude higher than 4 inches above the ground, woody shrubs, etc. Full clearing and removal of vegetation is not desired. o Create good ingress and egress points from the event area onto FS road 901 o Event area will be flagged by the Forest Service ahead of construction o Trailhead Construction will occur according to the attached design, specifications and descriptions provided by the Dixie National Forest
