The bidder agrees to provide all necessary machinery, tools, labor, and other means of construction, and to do all the work and furnish all materials, except as otherwise noted, necessary to perform and complete the contract in accordance with the 2024 Standard Specifications for Roads and Structures by the dates specified in the Project Special Provisions and in accordance with the requirements of the Engineer, at the unit or lump sum prices for the various items listed. The bidder shall provide and furnish all materials, machinery, implements, appliances, and tools, and perform the work and required labor to construct and complete State Highway BID NO. 54-SH-14-PR33383, for the unit or lump sum prices bid, according to the proposal, plans, and specifications prepared by the Department. All construction and work is to be done in accordance with the specifications and under the direction of the Engineer. The quantities in the proposal are considered approximate and are provided for comparison of bids; the Department may increase or decrease quantities as necessary. An increase or decrease in quantity will not be grounds for adjusting unit prices or the time allowed for completion, except as specified in the contract. The proposal, plans, and specifications become part of the contract. The contract is valid only when signed by the appropriate Department authority, and conditions cannot be changed except by authorized signature.
