Ellis County, Kansas is accepting Design/Build proposals for the renovation of the Ellis County Law Enforcement Center at 105 West 12th Street in Hays, Kansas. Questions regarding the request for proposals must be submitted in writing via email to the County and received at least 96 hours before the bid opening. All questions and answers will be posted online and emailed to participants. Proposals must be submitted in a sealed envelope labeled RFP 2026 -LEC Renovation by the specified deadline. Question Deadline 04/15/2026 at 12:00 PM CT All Questions Regarding the Rfp Must Be in Writing and Sent to the County via Email to Dmyers@ellisco.net. All basement and main floor door hardware to be updated with door hardware compatible with a master key system. The LEC currently uses an ASSA type key system. All doors should comply to this type of master key system in a manner completed during design phase and confirmed by the Ellis County Sheriff. All door hardware that has current ASSA compatible keys can be updated in the cylinder for a new key. Hardware that currently does not conform to the ASSA master key system shall get new hardware. Several layers of access in the master key system will be requiredfor different evidence rooms, storage rooms, and offices. This door lock layout to be confirmed by the Ellis County Sheriff. Proposal to include pricing to update the door hardware. Contractors, or any of their sub-contractors or subsidiaries, are not allowed to keep copies of any ASSA key or receive copies of any ASSA key system after completion of the project.
