The City of Richmond is seeking a highly qualified and independent Owner’s Advisor to assist in the development and procurement of a long-term contract operator for the City’s Wastewater Treatment Plant, wastewater collection system, and stormwater collection system. The selected consultant will provide technical, contractual, and procurement advisory services to ensure a transparent, defensible, and performance-based operator selection process consistent with all applicable regulatory and legal requirements. This engagement is critical to maintaining uninterrupted operations, regulatory compliance, and protection of public health and the environment. The anticipated term of the agreement shall commence upon issuance of Notice to Proceed, estimated May 2026, and shall continue through March 31, 2027, unless extended or terminated earlier in accordance with the agreement. At the City’s sole discretion, the agreement may be extended to provide post-award transition assistance services through December 31, 2027, if Optional Task 6 is authorized.
