The work includes asphalt overlay of 2nd Avenue, Martin Luther King Drive, North 1st Street, and West 8th Avenue, and the reconstruction of 9th Street, 3rd Street, and West 9th Avenue. Separate sealed bids are required. Bids received after the specified time and date will not be considered. Bidding documents must be obtained from Pan American Engineers, LLC, with a deposit for each set, refundable under specified conditions. The OWNER reserves the right to reject any or all bids for just cause. Each Bidder must deposit security of at least five percent (5%) of the total bid price as described in the Instructions to Bidders. The successful Bidder must furnish a Performance Bond and Payment Bond in an amount equal to 100% of the Contract amount. Bidders must comply with employment conditions, minimum wage rates under the Contract (Davis-Bacon Act), Section 3 of the Housing and Urban Development Act of 1968, Section 109 of the Housing and Community Development Act of 1974, Section 503 and Section 504 of the Rehabilitation Act of 1973, Build America Buy America (BABA), Executive Order 11246, and all applicable federal and state laws and regulations. Minority-owned firms, small businesses, and/or Section 3 businesses are encouraged to participate.
