The work includes the installation of a water test well and the construction of permanent Water Well "I.P.7", including site work, raw water main, electrical and related appurtenances, and incorporation of Water Well "I.P.7" into the existing SCADA system. Separate sealed bids will be received at the office of Pan American Engineers, LLC. Any bid received after the specified time and date will not be considered. The bid documents can be examined at Pan American Engineers, LLC and obtained upon deposit. The deposit for the first set of documents furnished to bona fide prime bidders is fully refunded if returned in good condition no later than ten days after receipt of bids; deposits for other sets will be refunded less the actual cost of reproduction. The OWNER reserves the right to reject any or all bids for just cause. The provisions and requirements stated in the Bidding Documents shall not be considered as informalities and shall not be waived. Each bidder must deposit with the bid, security in the amount of at least five percent of the total bid price as described in the Instructions to Bidders. The successful bidder shall be required to furnish a Performance Bond and Payment Bond in an amount equal to 100% of the Contract amount. Attention of bidders is called to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract (Davis-Bacon Act), Section 3 (Low Income Resident Participation) of the Housing and Urban Development Act of 1968, Section 109 (Non-Discrimination) of the Housing and Community Development Act of 1974, Section 503 (Non-Discrimination Against Employees with Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the Rehabilitation Act of 1973, Build America Buy America (BABA), Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements. All questions about the meaning or intent of the Contract Documents are to be directed to the ENGINEER. Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents.
