The scope of work includes reviewing existing CAD files for the Demase Street project; designing approximately 2,300 linear feet of gravity sewer; ensuring the project functions correctly; eliminating the South Russell Street lift station; coordinating with CSX Railroad to utilize the existing steel casing and bore beneath the railroad; preparing construction plans, specifications, and engineer’s cost estimate; assisting with necessary permitting and submissions; providing bid, award, and construction phase support; aiding with easement identification and acquisition documentation; coordinating with city staff and regulatory agencies; and meeting all TDEC requirements. Instructions to bidders: Firms must submit one electronic copy and five hard copies of the Statement of Qualifications. Submissions must include a cover letter; a narrative report introducing the company and describing staff experience and capabilities; names and qualifications of all full-time employees and any engineers or sub-consultants expected to serve on the project; estimated time of completion for each segment of work; a brief proposal detailing tasks necessary to complete the scope of work; relevant project experience and references; disclosure of any known claims or litigation for the past three years; and a brief narrative about the proposed project based on the provided CAD files and other data. Statements of Qualifications will be evaluated using weighted criteria for project understanding and approach, relevant experience, qualifications, schedule and time of completion, and past performance and references. The City reserves the right to reject any or all submissions and to waive informalities.
