The contract is for exterior painting at various sites. All bids must be submitted on forms provided by the District. The work must be completed within 66 calendar days from the Notice to Proceed. Bidders must comply with the requirements of the California Uniform Public Construction Cost Accounting Act (CUPCCAA). Prequalification is mandatory for prime bidders and certain subcontractors holding specified licenses. Prequalification documents must be submitted at least ten business days before the bid opening date. Prime contractors must also ensure any mechanical, electrical, or plumbing (MEP) subcontractors are prequalified. All bidders must attend a mandatory pre-bid conference and job walk at each site. Bidders must be licensed contractors, and the successful bidder must have a valid and active C33 Painting and Decorating License throughout the contract. Each bid must comply strictly with the contract documents and include a list of designated subcontractors. Each bid must be accompanied by a bidder's security of not less than ten percent of the maximum bid value. Payment and performance bonds, each for 100% of the contract amount, will be required. All contractors and subcontractors must comply with labor code requirements, pay prevailing wages, register for public works, provide certified payroll records, and meet requirements for Disabled Veteran Business Enterprise programs, where applicable.
