The project involves the Glenmary Drive Bridge Replacement over Thorn Hollow Creek in Tioga County, New York. The work includes bridge replacement, pavement reconstruction, and guiderail improvements. All work items of the contract must be substantially completed within 120 calendar days following mobilization of the site unless an extension is granted by the County. The successful bidder must notify the County in writing at least 2 weeks prior to startup. If the successful bidder delays the construction start due to the long lead time on steel delivery, the 120-day limitation still applies. Final contract completion must be no later than November 19, 2027. Bids must be submitted in writing on forms provided, accompanied by a bid guaranty of no less than five percent (5%) of the bid amount. The successful bidder must furnish performance and payment bonds, as well as insurance, in accordance with the instructions. Only those who have purchased contract documents will be provided with amendments. Bidders must be listed on the official Plan Holders List to submit a bid. The low bidder is required to use EBO software and complete the Lobbying Activities Form. All bids must include a Non-Collusion Statement. Bidders and all subcontractors must have an approved CCA-2 form on file with NYSDOT. Prevailing wage rates must be paid, and there are specified EEO workforce goals. Bids can be withdrawn only after 45 days from letting. Tioga County reserves the right to accept or reject any bids, and to waive minor informalities.
