The work consists of bypassing, draining, cleaning, and sludge removal and disposal within the Oxidation Ditch and the Biological Phosphorus Removal Tanks at the Village of Monticello Wastewater Treatment Facility. Bids are to be submitted for a single prime contract on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least five percent (5%) of the amount bid, payable to the owner as a guarantee that, if accepted, the bidder will execute and file the proper contract and bond within 15 days after the award. Online bidders are required to deliver the original certified check, bank money order, or bid bond within 72 hours of bid opening. Bids may not be withdrawn within 90 days after the date of the bid opening. The owner reserves the right to increase, decrease, or omit portions of the work as necessary, waive any informalities, reject any or all bids, or parts of bids, and to award the contract as judged in the owner’s best interest. A pre-bid conference will be conducted. Bidders do not need to be prequalified. Prime and primary contractors are required to make a good faith effort to achieve a combined minimum goal of participation for MBE/WBE utilization in accordance with NR 162.09(3), Wis. Admin. Code. If subcontracts are awarded, these requirements apply to the subcontractor as well.
