Plan for a modern, accessible, program responsive regional recreation facility campus on City-owned land in Marj Edey Park to serve the Assiniboine South area. Address aging facilities, programming gaps, and growth pressures; identify opportunities to leverage or consolidate community resources; and provide phased implementation guidance anchored by public stakeholder input. Produce concept designs, presentation renderings, and Class 5 cost estimates to inform future City decisions. The project is a two-phase assignment, with Phase 2 proceeding only at the City's discretion after acceptance of Phase 1 deliverables. The consulting team must have expertise in parks and recreation planning, public engagement, data analysis, site planning, architecture, landscape architecture, engineering, cost estimating, GIS mapping, and graphic communications. Deliverables include assessments of community needs, policy review, inventory of amenities, demographic forecasting, stakeholder engagement, master planning, concept design, engagement summaries, and cost estimates. All digital and engagement work must comply with City of Winnipeg standards, Accessibility for Manitobans Act, FIPPA, universal design, and green building policies. Building condition assessments, geotechnical investigations, environmental site assessments, and operating model analyses are excluded unless otherwise authorized.
