The consultant(s) selected will function as the City's Electrical Engineering Consultant(s) and perform related engineering services, general consulting services, and construction inspection services. General consulting services will generally be paid for on a General Task Order not to exceed a specified amount. Project Engin eering and Construction Inspection Services will generally be requested and paid for on a Task Order specific to each project. The Capital Improvement Program may change each budget year and more frequently as needed. The City does not commit to use the selected consultant(s) for all projects, and consultants may be selected specifically for individual projects based on grant requirements or City preferences. The successful firm(s) is preferred to be capable of being at the project site within two hours in the event of a local emergency. Time charged for projects should exclude time spent traveling to and from the firm's office and to or from Green Cove Springs. The primary focus of the contract is for services related to the City's Electric Utility, in both overhead and underground facilities, but the consultant may also be used for Public Works Department projects. The contract will cover various projects as needed, and the selected firm must be able to manage projects from initial identification through completion of construction. The Team Leader must be an electrical engineer with a Professional Engineer (PE) designation, and all Team Members must be Licensed Professionals in the State of Florida. Proof of financial responsibility and insurance is required, along with business information, bank references, and insurance claim history. This procurement will be conducted in accordance with the City of Green Cove Springs' Purchasing Policies and Florida Statutes 287. Bidders shall submit all inquiries regarding this bid via the City e-Procurement Portal. All responses must be presented in the specified order, and supporting material may be provided. The City reserves the right to accept or reject any and/or all proposals, waive minor irregularities and technicalities, and award the contract at its discretion. There is no obligation for the City to award the contract to the lowest proposer. All applicable laws and regulations of the State of Florida and ordinances and regulations of Green Cove Springs will apply to any resulting agreement. Responses to inquiries which directly affect the RFP will be issued in writing by addendum. Only written addenda shall be binding, and respondents must acknowledge receipt of all addenda.
