The Clay County Board of County Commissioners is requesting bids from qualified and licensed Contractors for drainage improvements at Carl Pugh Park, 317 S West Street, Green Cove Springs, FL 32043. The work includes grading of baseball outfields, construction of a stormwater pond, furnishing and installing yard drains and piping to improve runoff conveyance, and site restoration. The Contractor is responsible for pedestrian and traffic control throughout all project phases and coordinating with the General Contractor performing work on the adjacent US 17, Walnut Street, and Palmetto Avenue Transportation project. The Contractor must be licensed for the work listed, obtain all necessary permits, perform work in accordance with all applicable state and local regulations, and have access to appropriate personnel and equipment. Subcontractors must have a valid license and can only be added with prior written County permission. The Contractor must have at least five years of relevant experience. Contractors are required to self-perform at least 40% of the work, comply with OSHA standards, and maintain a safe and clean work site, removing all debris daily. The Contractor is responsible for repairing or replacing any damage to public or private property caused during construction to the County's satisfaction. Work hours are Monday through Friday, 7:30 a.m. to 5:00 p.m., with any deviation requiring County approval. All applicable permits, fees, and final inspections are the responsibility of the Contractor. A two-year warranty on workmanship and materials is required unless otherwise specified. Substantial Completion is required within 120 days from Notice to Proceed, with Final Completion within 30 days after delivery of the Punch List. Liquidated Damages of $500 per day apply for delays past the final completion date.
