The work consists of installation of three metering vaults provided by the Mountaintop Regional Water Authority and appurtenant structures. The project is located in Snow Shoe Township, Centre County, PA. Bidding documents including plans and specifications are available at the offices of Gwin, Dobson & Foreman, Inc. Sets of documents may be obtained upon payment of a non-refundable fee or electronically at no charge by contacting the Engineer. Addenda, if any, will only be issued to those who have requested bid documents. Bids must be submitted on the provided forms, and all documents including plans, specifications, and addenda must be obtained directly from the Engineer in order for a bid to be considered. A certified check or bid bond in the amount of five percent of the bid amount must be deposited with the proposal. Bidders must submit the Non-Collusion Affidavit contained in the contract documents. The successful bidder will be required to execute the agreement and provide performance and payment bonds, each in the amount of one hundred percent of the contract price, and furnish evidence of insurance coverage as required. All bonds must be in the prescribed form and executed by acceptable sureties. Bidders are advised this project is financed in part by the Pennsylvania Department of Community & Economic Development. Not less than the minimum wage rates set forth in the contract documents must be paid. The successful bidder must comply with prevailing minimum wages in accordance with the PA Department of Labor & Industry Prevailing Wage Determination. The contractor is subject to the provisions of the Federal Consolidated Appropriations Act, requiring use of iron and steel products produced in the United States. Proposal envelope must be sealed, clearly marked with the contract name, and bear the bidder's name and address. No bids may be withdrawn except as permitted by Pennsylvania law. The awarding authority reserves the right to reject any or all bids or waive any informality.
