Clay Rural Water System is soliciting Requests for Proposals from qualified firms to provide construction services for select trade packages for the Clay Rural Water System Chapter Project/Phase-II-Water Treatment Plant in Wakonda, South Dakota. This project consists of the installation of two new production wells, piping to a new replacement water treatment plant adjacent to the existing WTP, and a new WTP building with offices, lab, and shop. The building will be approximately 140 ft x 136 ft, constructed of precast insulated concrete walls, and will include new equipment for lime-soda ash softening, square concrete solids contact basins, pre-manufactured media filtration tanks, CO2 storage, and chemical dosing systems/rooms. The existing ponds will be reused with effluent piping modifications. Construction of a new clearwell, demolition of the existing WTP, and SCADA controls for the new WTP are under separate contracts and not included in this scope. The following trade packages are included: - 3.01: Building Concrete – Footings, Foundations & Flatwork - 5.04: Structural Steel & Miscellaneous Metals Install - 6.02: Finish Carpentry - 32.01: Asphalt Paving, Site Concrete, and Striping Proposals must be submitted in a sealed opaque envelope bearing the bidder's name, address, and project name. The Owner will evaluate proposals based on responsiveness, responsibility, qualifications, price, and overall best value. Submitters must comply with SRF General Conditions, including Davis-Bacon Wages and American Iron and Steel provisions. The Owner reserves the right to reject any and all proposals and to waive any irregularities or informalities therein.
