The work consists of the Green River Crossing construction for the Edmonson County Water District. This involves one river crossing, which includes approximately 600 linear feet of 20-inch HDPE creek crossing installed by horizontal drill, with 16-inch tapping sleeve and valve connections. Instructions to bidders include: sealed proposals must be clearly marked and submitted to the Edmonson County Water District, with all bids to be opened at a specified address and time. Bids must include a certified check or bid bond payable to the Edmonson County Water District in an amount not less than five percent (5%) of the base bid. Bidders may not withdraw their bid for ninety (90) days after opening, though withdrawal is allowed before the scheduled opening. Late bids will not be considered. Questions regarding bidding must be submitted in writing to the Engineer, and responses will be distributed to all plan holders via addenda, if necessary. The owner reserves the right to reject any and all bids and to waive formalities; obviously unbalanced bids may be rejected. All questions shall be in writing or e-mailed to: npilcher@hmbpe.com. Questions will be answered in the order they are received, and all questions and answers shall be distributed to all plan holders through addenda, if needed All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. All Addenda will be issued a minimum of 3 days prior to Bid Opening
