Bidder must submit a minimum of three references for similar work performed, including organization name and address, contact person, full scope of work performed, and service duration/status. Preliminary contract term is three years with possible two additional one-year extensions. Price adjustments may be considered no more than once per year, based on manufacturer price changes, and must not exceed the percentage change in the Consumer Price Index or 5%, whichever is lower. Bidder shall comply with all applicable federal, state, and local laws, ordinances, and regulations, and must possess required licenses and permits. Payments to subcontractors shall be made within seven days of receipt from the City or with written notice explaining withholdings. Use of subcontractors requires prior written approval. The City reserves the right to terminate the contract with or without cause under specified procedures. Bidder is responsible for obtaining all necessary permits and paying associated fees, and must provide required bonds, including bid, performance, payment, fidelity, and maintenance bonds. Personnel must be qualified, and the City reserves the right to require removal of unsatisfactory staff. The successful bidder shall meet reasonable quality standards as set by the City's contract administrator. All work must be coordinated with the City and other activities, and a detailed work schedule is required. Bidder must comply with nondiscrimination statutes, Americans with Disabilities Act requirements for web and mobile content, and other specific legal and ethical obligations.
