Sealed bids should be labeled with the project name and contractor number on the outside of the envelope. Bids sent by mail should be addressed to the City Clerk. Plans, specifications, and contract documents may be examined and obtained at the office of the Engineer or at Southern Illinois Builders in O'Fallon, Illinois. Digital copies are available at no cost upon request with a completed release form. All bids must be made on forms furnished by the City. The successful bidder must execute and present performance and payment bonds equal to the full contract amount. Bids must be for the entire contract. Contractors are required to pay prevailing wage rates as determined by the Department of Labor and comply with the Davis-Bacon Act. The project is subject to approval of all permits and availability of funds. The City reserves the right to waive or not waive any irregularities, reject any or all bids, and determine the lowest and best bid. All relevant laws, ordinances, and regulations apply.
