The purpose is to provide a modern, cloud-managed electronic access control system (EACS) for Bellaire Public School District, replacing outdated door access hardware and software. The intent is to establish a unified security ecosystem allowing district-wide management from any authorized device, with integration to current security systems, mass notification, and camera systems. The system must be expandable to both interior and future exterior doors. Exterior doors will integrate with the camera system, triggering recording upon FOB swipe entry. The scope covers all exterior school doors and select interior doors to control visitor access to academic areas, reducing points of entry for crime prevention and channeling visitors to the main office. The installation will include four exterior and one interior access point at JRR Elementary, and seven exterior access points at Bellaire MS/HS, totaling twelve points. Bidding should be based on supplying 200 cards. The proposed system must use non-proprietary hardware, support OSDP v2.2 for readers, provide a REST API, and natively integrate with a specified Video Management System. Remote, cloud-native, mobile-first management and credentials are required, along with real-time alerts and robust installation standards. The cost must include all labor, programming, testing, training (minimum eight hours for administrative staff), and necessary supplies. The vendor is responsible for turnkey delivery, including decommissioning legacy hardware, professional concealed installation, patching, and providing documentation. Training for both administrators and staff, quick start guides, and presence at an initial drill are required, as is full as-built documentation. All bidders must provide familial disclosure and an Iran Business Relationship Affidavit, and bids must follow specified instructions regarding submission and format. The Owner reserves the right to accept or reject proposals as stated. The Electronic Access Control system installed here will be for all schools' exterior doors and interior doors for the front office to control visitors from accessing academic areas. The exterior door electronic access control will reduce the number of points of entry to provide for crime prevention through environmental design and natural surveillance. Once inside, the visitor is guided to the main office. The cost provided must include all labor, programming, testing, training, and supplies for the card key or key fob access. This will install four (4) exterior door access points at JRR Elementary School and one (1) interior access point, and seven (7) exterior door points at Bellaire MS/HS - for a total of twelve (12).
