A timeline for award has not yet been established.* The contract requires contractors to provide construction services for the Governors Park South and West Collector Roads project, as described in the Project Manual and in accordance with the plans and specifications. The construction services must be performed under a fixed-price contract and comply with all applicable local, State, and Federal laws, regulations, and executive orders, including standards and permits set by Clay County, Clay County Utility Authority, Florida Department of Environmental Protection, St. Johns River Water Management District, and Florida Department of Transportation. Proposers must have a minimum of three years of professional experience in subdivision infrastructure construction in Florida and must have experience with clearing, earthwork, paving, signing, pavement marking, drainage, potable water and sewer systems, and landscape. The successful proposer will be required to furnish a payment and performance bond for one hundred percent (115%) of the value of the contract, with a surety acceptable to the District, in accordance with Section 255.05, Florida Statutes. Proposals must be submitted in the form provided in the Project Manual and in a sealed envelope according to the Instructions to Proposers. Each proposer must supply a bid bond or cashier's check made payable to the District in the sum equal to five percent (5%) of the total amount of the bid with the proposal. There will be a mandatory pre-proposal conference. The District reserves the right to make changes to the Project Manual, reject any or all proposals, make modifications to the work, award the contract in whole or in part, and waive minor or technical irregularities. Any protest regarding the Project Manual must be filed within 72 calendar hours after the Project Manual becomes available, accompanied by a protest bond in the amount of $50,000.
