Site work for a mixed-use development in Orange Park, Florida. Completed plans call for site work for a playground / park / athletic field; and water / sewer project.

The Clay County Board of County Commissioners is requesting bids from qualified and licensed Contractors to complete enhancement grading and drainage, aiming to eliminate or reduce existing drainage issues at Oakleaf Community Park located at 3979 Plantation Oaks Blvd, Orange Park, FL 32065, according to the provided plans and specifications. The park currently experiences extensive flooding, standing water, and severe erosion around the main pond, impacting the usability of playing fields and spectator areas. The scope includes two phases: Phase I: Grading, restoration, and improvements to the stormwater system and pond. Phase II: Installation of under drains and piping to improve runoff conveyance. Project improvements consist of all work shown in the plans and specifications, including general conditions, mobilization, site and earth work, and drainage. Specific tasks include furnishing all labor, materials, and equipment necessary to complete the project; pedestrian and traffic control; installing bahia seed and relocating a pitchers mound; providing litter removal and mowing services for six months after completion; and ensuring all work meets applicable standards. Contractors must be licensed, obtain permits, and adhere to all state and local regulations. The County reserves the right to approve subcontractors, and contractors must have been in business for a minimum of five years performing similar work. Bidders must examine the site and are responsible for being fully informed of all requirements. Work hours are Monday through Friday, 7:30 a.m. to 5:00 p.m., unless otherwise approved by the County Project Manager. All applicable permit fees and compliance with OSHA standards are required. The contractor is responsible for clean-up, restoration, and repair of any damages to public or private property caused by the work performed. Instructions to bidders include requirements for registration and electronic submission on the Countys e-Procurement Portal, acknowledgment of addenda, provision of a bid bond if stipulated, and adherence to a no-contact period during the bid process. Bids must be timely, complete, and accompanied by all required documentation. The County awards contracts based on the lowest responsive and responsible bid, reserves rights to reject any and all bids, and may award to multiple bidders. Bidders must maintain insurance coverage as specified, including liability, workers compensation, and builders risk, and provide documentation upon award.
