The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in the specifications for the replacement of the Diamond Valley Road Bridge over Neiger Hollow creek in the Town of Tioga. This is a Federal Aid Project and will follow NYSDOT Standard Specifications. There are no MBE/WBE/SDVOB or DBE goals for this project. EEO Employment goals apply. The use of required civil rights reporting software, Equitable Business Opportunities (EBO), is mandatory. All applicable Federal requirements take precedence over State and local requirements unless State and local requirements are more stringent. This is a unit price bid. No bidder may withdraw their bid within forty-five (45) days after bid opening. Each bid must be accompanied by security of at least five percent (5%) of the bid. Bids must be submitted in a sealed and labeled envelope, with all required certifications, forms, and acknowledgements of addenda. Bidders must be registered with the NYS Department of Labor prior to submitting a bid. The successful bidder must furnish Performance and Payment Bonds for 100% of the accepted bid and have an approved CCA-2 on file with NYSDOT before award. Federal and NYS Equal Employment Opportunity and prevailing wage rate provisions are required. All bids are subject to review and approval before any contract award is made. The work must be substantially completed within 120 calendar days from Notice to Proceed and complete for final payment by 10/31/2026. No pre-bid conference will be held. No questions will be accepted within three business days prior to bid opening. Only bids from those on the official Plan Holders List, obtained from the designated web portal, will be accepted. The project will include, but is not limited to, signing and maintaining an off-site detour, cleaning and grubbing, demolition and removal of the existing superstructure and structure, installation precast concrete box culvert and cast-in-place concrete wing walls, supply and installation of bridge rail and guide rail, installation of heavy stone rip rap, excavation and backfill, site restoration, and other miscellaneous improvements which are necessary to construct the project completely and satisfactorily.
