Sealed proposals are invited for the East Fiber Ring project at The University of Alabama in Huntsville. Bidders must provide a cashier's check or bid bond payable to the University in an amount not less than five percent of the bid, but not exceeding $10,000. Performance and Payment Bonds and evidence of insurance as specified in the bid documents will be required at contract signing. Bid documents can be obtained from the Architect/Engineer with a deposit, refundable under specified conditions for general contractors. Bids must be submitted on forms provided by the Architect/Engineer. The Owner reserves the right to reject any or all proposals and to waive technical errors if deemed in the Owner's best interest. Materials incorporated into the work are exempt from sales and use tax as per Alabama law. Contractors and subcontractors are responsible for compliance with the Sales, Use, and Business Tax Division regulations for tax-exempt purchases. All contractors must comply with Alabama Immigration Law regarding enrollment in and documentation of the E-Verify program. Nonresident bidders must include a written opinion of an attorney licensed in their state regarding any bidding preferences for in-state business entities. Pre-qualification requirements: All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under Title 34, Chapter 8, Code of Alabama, 1975. Bidders must show evidence of license before bidding, including displaying the current license number on the outside of the sealed bid envelope. Only prequalified contractors may pick up bid document sets from the designated location. Documentation of enrollment in E-Verify is required for all contractors and subcontractors. Anticipated Notice to Proceed date is on or before April 18, 2026 ; Construction duration shall be 120 calendar days from written Notice to Proceed. MEP Engineers, Major Subs o All work must be completed except for installation of ceiling tiles, and/or hard ceilings. o Space must be conditioned. o Permanent power must be connected unless otherwise arranged with the DCM Inspector. o Grease duct must be inspected and approved by the DCM Inspector prior to fire wrapping and above-ceiling inspection. Fire alarm certification o Kitchen hood fire suppression system certification o General contractor's 5-year roofing guarantee (DCM Form C-9) o Roofing manufacturer's warranty o Above ground and below ground sprinkler certifications o Completed certificate of structural engineer's observations (for storm shelter) o Emergency and exit lighting tests. o Fire alarm must be monitored. o Elevator inspection completed and certificate of operation provided by the State of Alabama Department of Labor o Boiler/vessels inspection completed, and certificate of operation provided by the State of Alabama Department of Labor o Pressure test/Flush test for underground sprinkler lines (witnessed by local fire marshal, fire chief and/or DCM Inspector) o Flush/pressure test for new and/or existing fire hydrants o Must have clear egress/access and emergency (for first responders) access to building o Must have ADA access completed. o Comply with ADA requirements: plumbing fixture heights, toilet partition widths, turnaround, signage, parking lot striping and signage, etc. o Emergency Responder Radio Coverage CCE No: 26MIS02
