The Housing Authority of the City of Charleston (CHA) is seeking qualification statements from firms to provide Architectural and Engineering Services under an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for various CHA properties and facilities. Multiple contracts may be awarded. Firms will be evaluated in two phases based on criteria such as professional qualifications and experience, qualifications and experience of assigned staff, specialized experience with public housing agencies, experience with Low-Income Housing Tax Credits, Historic Tax Credits, FHA financing, HUD Rental Assistance Demonstration conversions, team capacity and approach, availability for on-site services and board meetings, fee schedule, completeness of submission, and Section 3 Business/Plan participation. Qualification packages must be received by the specified deadline. Submissions may be sent by email or hand-delivered. Late submissions and modifications will not be accepted. The selected firms must comply with all applicable federal requirements, including submitting required federal and CHA forms and non-discriminatory employment practices. Section 3 businesses, Minority-owned, Women-owned, and Veteran-owned enterprises are strongly encouraged to respond. CHA reserves the right to negotiate contract terms, retain and use ideas from submissions, waive informalities, reject any or all submissions, and cancel the solicitation at its discretion.
