Site work and new construction of a power facility in Cleveland, Ohio. Completed plans call for the construction of a power facility; and for site work for a power facility.
The City is soliciting statements from qualified firms with demonstrated experience in providing professional design/build services for the design, engineering, construction, and installation of two ground-mounted solar photovoltaic (PV) systems with a combined DC capacity of approximately 10 megawatts, split between the Kolthoff (~7.0 MW DC) and Bradbury/West 11th (~3.0 MW DC) landfill sites. Qualified firms must show competence in designing, planning, scheduling, permitting, and constructing complete solar PV systems and interconnections, provide project financial analysis, have knowledge of local utilities, be able to comply with all relevant federal rules and requirements, have experience applying for and securing federal tax credits (Investment Tax Credit (ITC)), and offer options for system monitoring and maintenance post-construction. The selected contractor will actively manage sub-consultants and sub-contractors to ensure the best outcomes for the City. The Design-Builder will submit one bid to complete the installations at both sites, but must outline separate project approaches and teams for each site as described in the RFP. The selected firm must also meet the City of Clevelands Office of Equal Opportunity goals. The project must be completed and systems interconnected no later than December 31, 2027, in order to meet ITC in-service date requirements. Additional background, selection criteria, and eligibility requirements are provided. Bidders are required to follow all instructions and respond in detail as outlined in the request for proposals.
