Shoreline at Mountain View is a 750-acre wildlife refuge and recreation area with the majority of that acreage being located over a closed landfill. Shoreline is governed by the Shoreline Wildlife Management Plan and is home to the western burrowing owl, which is listed as a candidate for threatened or endangered species status by the California Fish and Game Commission. The site is within a closed Class III municipal landfill where the refuse in cells beneath the ground is approximately 40 to 50 years old. The proposed pavement rehabilitation is at the Shoreline Golf Links Parking Lot (see Appendix D, Project Location Map) with an area of approximately 150,000 square feet and a pavement condition index of 52.
