Please submit technical questions in writing and via email to: RFP@pojha.org Proposals are being solicited from qualified professional engineering consulting firms to provide Engineering Services for the Pueblo Place Housing Subdivision Phase II. Interested firms must request a detailed Request for Proposal from the Pueblo of Jemez Housing Authority. Proposals must be received by the specified deadline. The authority reserves the right to reject any and all proposals and to waive any and all deficiencies.The Pueblo Place Housing Subdivision is located within the tribal lands of the Pueblo of Jemez about 1.25 miles south of the traditional plaza. The new housing development is located at the intersection of New Mexico Highway 4 (NM 4) and Corn Haven Road. The Project Location Map is included in ATTACHMENT A. Phase One - Planning and Preliminary Engineering 1. Planning and Preliminary Engineering a. The firm shall evaluate the existing site constraints in Phase I, such as drainage, access, environmental conditions, and develop conceptual layouts for lots, roadways, grading, water distribution, wastewater, stormwater management and as-builts. b. Prepare a preliminary site layout of the 12.16 acre land parcel. Coordinate with POJHA to understand lot size, infrastructure needs and other site amenities. c. Prepare preliminary cost estimate for proposed site plan inclusive of all site work. d. Research and confirm the location of all public and private utilities that serve the property. This includes, but is not limited to water, wastewater, storm drainage, electrical, and propane. e. Prepare and update existing land survey and legal descriptions based on preliminary site layout. 2.3 Phase Two - Geotechnical and Engineering Services 1. Geotechnical Services a. Provide for appropriate Geotechnical Exploration and report covering the necessary recommendations for incorporation of all appropriate utilities, paved roadways, and building construction. 2. Civil Engineering Services a. Provide a site grading/drainage plan showing both original and final contour lines on a one-foot interval. Grading plans shall show minimum sewerable floor evaluation for each lot on the development. Provide field topographic surveys for the project area as needed. b. Provide details for sanitary service connection. Confirm and coordinate with Indian Health Services and Pueblo of Jemez Public Works to determine existing sewer capacity. Provide stub locations and elevations for each lot on the site. Provide detail sheets as needed for proper specification of appropriate line installation and manholes. c. Provide details for water line service connection. Confirm and coordinate with Indian Health Services and Pueblo of Jemez Public Works to determine existing water system capacity. Provide stub locations and elevations for each lot on the site. Provide detail sheets as needed for proper specification of appropriate line installation. d. Provide details for curb/gutter and roadway paving. e. Provide any additional design and plan sheets as needed for a complete finished plan set suitable for construction. Provide all required details. f. Provide grading plan for each lot depicting the proposed structure, existing and proposed contours for final grading, driveway, utility connections, spot elevations and finished floor elevations. g. Provide storm sewer plan and profile sheets for new installations. Provide a drainage area sheet depicting drainage areas and hydrologic calculation results. Provide hydraulic calculations for each storm sewer segment. h. Provide construction specifications for plan items. i. Provide a bid item list with quantities to be included in the construction bid documents. j. Assist in preparation of bid documents and construction contract documents. k. Provide an engineer's estimate with the civil construction documents, which includes a line-item breakout for the civil/site work. l. Design and construction criteria to be based on local specifications. Deliverable plans shall be considered construction documents and suitable for proper construction of the project 3. Design Services a. The firm shall prepare complete construction documents, including 30%, 60%, 90% and 100% plans, specifications, and engineering calculations. The firm shall prepare an Engineer's Opinion of Probable Construction Costs at each major milestone, incorporate Owner's comments and provide any supporting materials as required. Final design shall address all subdivision infrastructure, including: 1. Roadways 2. Water and Wastewater 3. Electrical and Fiber 4. Drainage 5. Grading 6. Erosion control b. Schematic Designs for individual lots to build two-bedroom, three-bedroom, four-bedroom, and five-bedroom housing units, apartment complex and office space. c. Individual lots shall be sized to fit the minimum square footage requirements for single-family residential units 1. Two bedroom - 1,000 sq ft 2. Three bedroom - 1,400 sq ft 3. Four bedroom - 1,800 sq ft 4. Five bedroom - 2,200 sq ft 2.4 Phase Three - Construction Period Services Required
