The work to be performed shall include all general construction, labor, material, tools, equipment, taxes, permits, licenses, insurance, service costs, and all other incidental requirements for the project titled "Project 2026-11, Liquid Road in Various Locations, Boone County, Indiana." Each bidder must submit all documents listed in section 5.3 of the Instruction to Bidders, which must include the Bidder's Itemized Proposal and Declarations, Bid Bond, and Standard Questionnaire and Financial Statement with identifying tabs. Proposals must be enclosed in a sealed envelope with the project title, bid opening date, and name and address of the bidder firmly affixed. Each proposal must be accompanied by a certified check or acceptable Bidder's Bond payable to the Boone County Auditor in the amount of 5% of the total bid. Failure to execute the contract and furnish a performance bond will result in forfeiture of the bid security as liquidated damages. All bids must be valid for 90 days from the bid opening. Bidders must obtain complete sets of drawings and contract documents, which are non-refundable, and are responsible for ensuring their proposals comply with stated specifications. Any deviation must be specifically cited and accepted as an exception. Bids not in substantial compliance will be rejected. The owner reserves the right to request clarification of any bid and to waive informalities in the bidding process. Minimum requirements of specifications must be met.
