The project consists of, but is not limited to, crack filling, seal coating, installing tie-downs, and marking the runway, parallel taxiway, connector taxiways, taxilanes, and aprons as shown in the contract documents. Each bid must be accompanied by a certified check, cash, cashier's check, or bid bond in an amount not less than 5% of the total bid. Bidders must receive digital copies of the bidding and construction documents from J-U-B Engineers to be placed on the Planholders List; only those on the Planholders List will receive addenda and be considered responsive. All questions regarding the project should be directed to the Engineer. Each bidder must supply all information required by the bid documents and specifications and furnish the Statement of Bidders Pre-Qualifications to the OWNER with satisfactory evidence of competency to perform the work. The City of Mountain Home reserves the right to reject any and all proposals, waive any informalities or irregularities, postpone the award for up to 120 days, and accept the proposal in the best interest of the City. The award is contingent upon Federal funding. This project includes Federal funds and is subject to the wage provisions of the Federal Davis-Bacon and related acts. All Federal clauses, including labor provisions and wage rates, are included in the specifications and bid documents. The proposed contract is also under and may be subject to Affirmative Action, Government-wide Debarment and Suspension, Government-wide Requirements for Drug-free Workplace, Foreign Trade Restrictions, Buy American Preference, and Disadvantage Business Enterprise Requirements. Each bidder shall comply with all federal nondiscrimination and civil rights laws. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
