Sealed proposals are requested for Citywide Mill and Overlay & Site-Specific Pavement Repairs 2026, Group 1146. Submission of sealed proposals must be delivered prior to the bid opening and may be dropped off in person or mailed to the Department of Public Works. Bidders are responsible for proper labeling and ensuring timely delivery. Proposal documents are available from Avalon Document Services for a non-refundable fee, and any addenda will be sent to official plan holders and must be acknowledged by inclusion in the proposal book. The City reserves the right to reject any or all bids and to waive informalities. Bidders must include proof of registration with the New York State Department of Labor for public work projects. A Certification of Non-Collusion is required as part of the proposal. In addition, statements committing to workforce goals of 25% minority and 5% women, as well as business utilization goals of 25% Minority Business Enterprise and 5% Women Business Enterprise, must be submitted prior to contract awarding.
