The City of Cripple Creek is requesting written proposals from qualified firms for a Housing Needs Assessment (HNA). Proposals must result in a final report that is compliant with the housing needs assessment requirements of Senate Bill 24-174: Sustainable Affordable Housing Assistance and address the required outcomes using the Housing Needs Assessment Guideline and checklists provided by DOLA. The report should include demographic trends, economic trends, housing stock, estimated housing needs, household count, jobs by salary, allocated housing needs, housing challenges and opportunities, displacement risk, recommended policy and programmatic responses, water supply needs, and market limitations for the City of Cripple Creek, Town of Victor, and the community of Goldfield in Teller County. Proposals must also include a detailed itemized budget and timeline through completion. Proposals must be submitted electronically and include all documents defining the proposal.
