The project involves the addition of a networked water management system to be installed in the 1W cell block, including the cell water closets, lavatories, and showers. The contractor is responsible for all work associated with this system, as further detailed in the bid documents. The County will secure any required rights of way and easements unless otherwise specified. Bidders must submit one unbound original and two copies of their bid. All bid envelopes should be clearly marked with the bid number, the bidder's name, and the date and time of the opening. For corporations not chartered in Georgia, certification must be provided that the corporation is authorized to do business in Georgia. No bids may be withdrawn within sixty days after opening. The contract must be completed within the allowable calendar days stated in the contract after the Notice to Proceed is issued, or the owner may retain $500 per day for delay. Bid submissions must include a five percent bid bond. Successful contractors must provide a one hundred percent payment bond and a one hundred percent performance bond, along with an insurance certificate that meets specified requirements. All bonds and insurance must be provided by companies meeting certain qualifications, including an AM Best rating of A-8 or greater and licensure in Georgia. All forms should be those provided by Gwinnett County. Award will be based on the lowest responsive and responsible bid. Gwinnett County reserves the right to reject any or all bids, waive technicalities, and split or award the contract in entirety.
