The City of Lynnwood is seeking proposals from qualified nonprofit organizations and service providers to deliver programs and services that address opioid addiction and its impacts within the City. Funded projects must focus on reducing harm, supporting recovery, and improving health and safety outcomes for individuals, families, and the broader community affected by opioid use disorder. Qualified agencies must provide services in Lynnwood or to Lynnwood residents, and the programming must include at least one of the following: community/street outreach, treating opioid use disorder, supporting people in treatment and recovery, or connecting people who need help to the help they need. Proposals must demonstrate evidence-based, culturally responsive, and accessible services, with a focus on measurable outcomes and strong community connections. The funding aims to support programs that complement existing services and address identified service gaps. The total available funding is $500,000, with up to $250,000 available per award over a two-year contract term, and multiple awards may be made. Minimum qualifications for proposers include certified 501(c)(3) nonprofit status, experience in opioid-related services, knowledge of best practices, collaboration with critical partners, and a commitment to trauma-informed and culturally competent care. Proposals must align with the stated program goals, adhere to budgetary and reporting requirements, and include clear deliverables. Submission instructions require electronic proposal submission via OpenGov, use of the provided budget template, and inclusion of prescribed proposal sections and required forms. Proposals are limited to 10 pages (excluding supplemental materials) and must provide details on the agency, experience, proposed approach, performance measurement, budget, cultural competency, and community impact. Attachments and forms as outlined in the instructions must also be submitted. Proposals will be evaluated based on alignment with project goals, organizational qualifications, service approach, impact, and compliance with RFP requirements.
