Steve Whitworth/The Telegraph During Tuesday's meeting, the Jersey County Board considered and ultimately approved a recommendation regarding the Evidence Building for the Jersey County Sheriff’s Department. Watch More Jersey County Board chairman Mark Wagner issued a news release to the media before the meeting. “Over the past year, the Building and Grounds Committee has discussed several options, including fixing and updating the current evidence facility, building a new facility, or purchasing an older building nearby,” the release read. “We decided purchasing another old building was not the answer and would cost more in the long run.” Sheriff Nick Manns had warned in 2025 that the existing evidence facility’s roof was leaking and that it lacked storage space for guns and drugs seized in criminal cases. The sheriff said he was concerned the situation could lead to some evidence being damaged or destroyed. To make room for the new building, the County Board approved demolition of an old house on the corner of Lafayette Street and West Exchange Street. The board also approved this year’s budget costs associated with building a new facility. Funds for the project’s construction would be taken from the public safety sales tax fund. However, at its April 16 meeting, the last one chaired by Krueger, the board voted against approving a $354,000 bid from Jun Construction for building the new facility. Krueger himself said he could not support accepting the bid. Wagner’s release said the issue was discussed again at the Building and Grounds Committee’s April 30 meeting. The full board was invited to attend to hear everything that had been discussed up to that point. Board members were also invited to look at the current evidence building with Manns prior to the meeting. After discussing the issue with board members, the committee recommended accepting the bid from Jun Construction at Tuesday night’s meeting. During the discussion Tuesday night, Board Member Jeremy Beasley, who represents District 3, said, “I’m opposed to spending that kind of money.” “The fact is, if evidence gets destroyed and we lose a case because of that, the County Board is responsible,” Wagner said. “We have to do something, one or the other.” Board Member Jarrod Hayes, who represents District 1, pointed out that the project will be paid for from sales tax revenues in the Public Safety Fund. “It’s not property owners (paying for the new building through property taxes),” Hayes said. The board then approved accepting Jun’s bid on a 7-5 vote. ---------------------------------------------------- As of April 2, 2026, this project has not yet been awarded. The project is expected to be awarded on April 16 2026. Sealed bids are invited for the construction of a 42' x 80' x 18' Evidence Building at 207 W Exchange St., Jerseyville, IL, according to specified requirements. Bids must be submitted in a sealed envelope marked, "SEALED BID -EVIDENCE BUILDING." It is the bidder's responsibility to ensure the bid is received by the County Board Office before the submission deadline. Specifically, at its own cost the Contractor shall: 42' X 80' X 18' Equipment Storage Building o Posts and Trusses 8ft on Center (1) Heavy Duty Solid Walk Door (3068) (4) 12'x14' Ribbed Steel Insulated Overhead Doors -Steel I-Beam Headers 1/2 " Thermax Insulation/Moisture Barrier (Roof and Walls) Deep Commercial Gutter Additional Requirements o 42'x20' loft construction on west end of building with 42" railing and 4' staircase with railing and landing at the top o 200 Amp Electrical Service (Code Compliant) - Service entrance, grounding/bonding, main panel, circuits, wiring, junction boxes, switches, outlets and lighting. o Four (4) 12' x 14' overhead garage doors with drive-thru on east end o Two metal doors, frames, and hardware installed o 20' x 20' CMU block wall (slush filled w/ rebar) safe room, 10' tall for a 20' x 20' with HVAC o 8' x 8' bathroom with toilet, shower, HVAC and mop sink to room o 8' x 8' cooler (provided by Coroner) but installed by builder o 6" reinforced concrete slab with thickened slab for block walls The contractor shall complete all work ninety (90) calendar days after the date of the Notice to Proceed.
