The market analysis revealed that residential development is the strongest contender for this property, primarily multi-family, with a range of densities, also reflected in the Toole Design Framework plan. Lower intensity, 1-2 story townhome development would be most appropriate on the Park Street end of the property, while the medium and higher intensity development would be better accommodated along River Drive and between River and Main. The market for commercial development is limited, but small-scale retail opportunities exist, particularly to serve adjacent neighborhoods and greenway users, and are an important part of the overall development concept for mixed-use and greenway activation. The City aims to partner with a team who recognizes the potential for the long-term success of this development plan as a catalyst for the Vista Greenway, and connectivity between Downtown, Finlay Park, north Columbia neighborhoods, and the Bull Street District. The City is open to land deal options such as groundlease, fee-simple purchase or other alternatives, the provision of integrated infrastructure and the long-term performance of the development is of utmost importance. Flexibility will be considered with the following priorities in mind: • Transformative residential focused development program • Focus on higher residential density and more mixed-use, vertical development closer to North Main Street • Integration with public realm, trail system, and activation strategy • Activation of greenway with complementary retail/commercial use(s) • Long-term stewardship and operating partnership • Options for sale v. ground lease Question Deadline 03/20/2026 at 12:00 PM ET Cut-off for submitting questions regarding the solicitation.
