The market for commercial development is limited, but small-scale retail opportunities exist, particularly to serve adjacent neighborhoods and greenway users, and are an important part of the overall development concept for mixed-use and greenway activation. The City aims to partner with a team who recognizes the potential for the long-term success of this development plan as a catalyst for the Vista Greenway, and connectivity between Downtown, Finlay Park, north Columbia neighborhoods, and the Bull Street District. The City is open to land deal options such as groundlease, fee-simple purchase or other alternatives, the provision of integrated infrastructure and the long-term performance of the development is of utmost importance.
