Site work for a water / sewer project in Pittsburgh, Pennsylvania. Completed plans call for site work for a water / sewer project.
Pittsburgh Water is requesting bids for the verification and replacement as necessary of residential public-side and/or private-side lead service lines at approximately 1,600 locations within Pittsburgh Water's water service area. The work also includes site restoration of disturbed areas. Requirements include compliance with PENNVEST funding guidelines, Davis Bacon Wage Rates, the American Iron and Steel Act, the Build America, Buy America Act, and the prohibition on certain telecommunications and video surveillance services or equipment. The project is federally funded by EPA financial assistance, which requires all contractors to comply with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33. Contractors must provide detailed documentation of solicitation of Disadvantaged Business Enterprises (DBEs), and demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for project construction, equipment, services, and supplies, including state-qualified small businesses, and minority- and women-owned business enterprises.
