The City of Toledo is requesting proposals from qualified firms to provide professional design and engineering services for the Huron and Madison Infrastructure Project. The project will modernize infrastructure and enhance the streetscape along Huron Street (from Adams Street to Jefferson Avenue) and Madison Avenue (from St. Clair Street to Erie Street). The goals are to improve pedestrian safety, accessibility, traffic flow, and aesthetic appeal through new utilities, lighting, streetscape enhancements, and placemaking features. Proposals must include a response file, professional services project paperwork, price proposal, signed professional services contract, child support affidavit, Bureau of Workers Comp certificate, and insurance certificate. All questions must be submitted through the Q&A Tab. established Minority Business Enterprise (MBE) goalsfor all City of Toledo construction projects, HUD assisted construction projects, and suppliers of goods and services. Likewise, Administrative Policy & Procedure# 13 reiterated and enhanced the City of Toledo's MBE goals. Specifically, the MBE goalsfor the City of Toledo are: 21% in HUD assisted construction projects, 15.0% in City construction projects, 10% in City-funded purchases of goods, materials, supplies and services. Ordinance# 838-91, as well as AP&P# 13, requires that the Office of Diversity & Inclusion establish procedures and guidelines for the implementation of this goal. All City of Toledo departments, divisions, boards, and agencies, as well as, other entities that receive funds through the City of Toledo for construction, renovation projects, goods, materials, supplies, and services shall commit to a "Good Faith Effort" in achieving the City of Toledo's MBE goals
