The work consists of pavement planing and resurfacing of approximately 9,341 linear feet (1.77 miles) of roadway sections throughout the city. The work includes adjustment of manholes and catch basins in the street sections and improvements to curb ramps to make them ADA accessible. The project includes minor pavement repair as necessary. Alternate A consists of pavement planing and resurfacing of approximately 960 linear feet (0.18 miles) of roadway section in the city. Bidders are required to furnish a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code, issued by a Surety Company or Corporation licensed in the State of Ohio. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested in it. Bidders must submit evidence of experience on projects of similar size and complexity. The project must be completed by August 28, 2026. If the contractor fails to complete the work by the specified dates due to misconduct or neglect, the owner may deduct $500 per day from the contract price for each day the project remains uncompleted. All contractors and subcontractors must, to the extent practicable, use Ohio products, materials, services, and labor. Contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and the Governor's Executive Order 84-9 is required. Bidders must comply with wage requirements for prevailing wage rates on public improvements in Ashtabula County and the City of Ashtabula, Ohio. No bidder with a "Finding of Recovery" listed on the Auditor of State's database is eligible for award. Bids must be submitted on the provided forms, stating the Unit Price or Lump Sum as indicated. Proposals must be enclosed in a sealed envelope marked "2026 PAVING PROGRAM" with the contractor's name, address, phone number, email address, and contact name. The City of Ashtabula reserves the right to reject any or all bids and waive any formalities or irregularities in bidding.
