A bid bond or certified check made payable to the City of Monroe in the amount of not less than five percent (5%) of the bid must be posted by each bidder with his / her bid. No bidder may withdraw his bid within SIXTY (60) days after the actual date of the opening thereof, but may withdraw it at any time prior to the scheduled closing time for receipts of bids.
