The City of Rome (hereafter referred to as "the City") is issuing this Request for Proposals (RFP) through its Community Development Department for comprehensive design-build services for the development of Garrard Park, located at 1935 Redmond Circle, Rome, Georgia 30165. The Community Development Department seeks to construct a park focused on family-oriented recreation. The project consists of a publicly owned and maintained community recreation park featuring two inclusive playgrounds designed for ages 2-5 and 5-12, a covered pavilion with an attached restroom facility and picnic seating, a pedal park/pump track, internal pedestrian walking connections, and connectivity to existing trail systems. This solicitation is for turn-key design-build services, including but not limited to architectural and engineering services, project management, construction administration, construction management, and construction services, as described in this RFP. The City is seeking qualified firms or teams with demonstrated experience in the design and construction of parks and/or similar recreational facilities. From the proposals received, the City intends to select a qualified Proposer to provide complete design and construction services for Garrard Park in accordance with the requirements of this solicitation. The design-build team shall serve as the single point of responsibility for all design and construction services, including coordination between design disciplines and construction activities. After being selected, the Proposer will execute an Interim and/or Comprehensive Agreement with the Owner to provide design and construction services for the Project. The agreement shall be executed in accordance with applicable Georgia procurement statutes governing design-build project delivery. Design-build services for this project include, but are not limited to: o Project Management and Administration through Project leadership and overall team coordination. Pre-Design and Project Coordination o Conduct site evaluation and existing conditions analysis. o Coordinate with the City of Rome to confirm project goals, budget parameters, schedule, and regulatory requirements. o Participate in project meetings with City staff and stakeholders as required. Design Services o Prepare conceptual, schematic, and final design documents for the park improvements. o Design shall comply with all applicable federal, state, and local codes, standards, and regulations, including ADA accessibility requirements. o Incorporate City feedback throughout the design process. o Preparation and coordination of contract documents and construction drawings and specifications for Owner review and approval. o Value engineering, cost-saving strategies, and best-value recommendations. Park Improvements The project shall include, at a minimum, the following elements: o Two inclusive playgrounds serving ages 2-5 and ages 5-12. o Standalone play elements that serve each age group. o Poured-in-place rubber playground surfacing compliant with applicable ASTM, CPSC, and ADA requirements. o Provide playground equipment complying with or exceeding requirements in the following: ASTM F1487 and CPSC Publication No. 325. o A covered pavilion with attached restroom facilities and picnic tables. o A pedal park/pump track designed for safe recreational use. o Park furnishings, including but not limited to picnic tables, benches, trash receptacles, and related site amenities. o Internal pedestrian walking connections throughout the park. o Connectivity to existing trail systems. o Associated site work including grading, drainage, utilities, landscaping, signage, and safety features as required to support the improvements. o Improvements to a portion of the existing parking lot, including resurfacing, restriping, and installation of ADA-compliant parking spaces. Permitting and Approvals o Obtain or support the acquisition of all required permits and approvals from governing authorities. o Coordinate with utility providers and regulatory agencies as necessary.
