Contractor shall provide all labor, materials, tools, equipment, utilities, vehicles and transportation services required to provide Security Electronics and Detention Equipment Services under the Job Order Contracting (JOC) Agreement. Services may be provided, but not be limited to, any facility or property which is owned, operated, or maintained by OCSD. The total contract amount per contract will not exceed a total value of $3,000,000. Once the contract is awarded, employees, subcontractors, and/or suppliers must submit security clearance applications prior to commencing any work in the secured County facilities. All personnel will be required to submit personal background checks as part of the security clearance process. If two or more business entities submit a bid as part of a Joint Venture, or expect to submit a bid as part of a Joint Venture, each entity within the Joint Venture must be separately qualified to bid. Complete answers to the questions contained in the pre-qualification questionnaire, information about current bonding capacity, the notarized statement from a surety, and the most recent reviewed or audited financial statements, with accompanying notes and supplemental information, are all required components of the pre-qualification application. OCSD will use these documents as the basis for rating contractors. OCSD also reserves the right to consider other available sources. A determination as to a prospective bidder’s pre-qualification will be based on objective evaluation criteria. OCSD reserves the right to adjust, increase, limit, suspend, or rescind the pre-qualification rating based on subsequently learned information. Only pre-qualified contractors will be eligible to participate in the bidding process. Pre-qualification documents are to be submitted electronically via Opengov by the stated deadline. Paper, faxed, or emailed proposals will not be accepted. Addenda and clarifications will be provided via the County’s online bidding system, and it is the contractor’s responsibility to check for updates regularly. Each questionnaire must be signed under penalty of perjury by an individual with the legal authority to bind the contractor. Incomplete or late applications will not be accepted for consideration, and there is no appeal from a denial for incompleteness or lateness, but re-application for future projects is permitted. Contractors may appeal a rating below the qualifying threshold according to the stated procedures, and hearings, if requested, will be conducted on an expedited schedule. Public Contract Code § 20101 applies to confidentiality and disclosure of contractor names applying for pre-qualification status. The County reserves the right to waive minor irregularities and omissions in submitted applications, and to make final determinations regarding pre-qualification status. A contractor may be disqualified for omission or falsification of information provided in the pre-qualification process. Pre-qualification requirements: Current and active California Class B (General Building), Class C-10 (Electrical), and C-28 (Lock & Security) contractor’s licenses are required of the contractor. Complete answers to the pre-qualification questionnaire, bonding capacity, notarized statement from a surety, and the most recent reviewed or audited financial statements with notes and supplemental information are required. Each entity in a Joint Venture must be separately qualified. The application must be signed by someone with legal authority to bind the applicant, and all information must be accurate and updated as necessary. Submittals must be made electronically and on time; incomplete or late submissions are not accepted. Contractors may be disqualified for omission or falsification of required information. Security clearance and background checks are required for all personnel performing work under the contract. Only pre-qualified contractors are eligible to bid for the project. Objective evaluation criteria will be used for qualification decisions. OCSD reserves the right to make all final determinations and to adjust or rescind pre-qualification ratings based on subsequently learned information. Appeal procedures are available for those receiving a rating below the threshold for qualification, but not for incomplete or late submissions. Contractors must check for and respond to all addenda or updates issued via the County’s online bidding system.
