As of April 28, 2026, this project has not yet been awarded. A timeline for award has not yet been established. Work will include site clearing, earthwork operations, drainage, asphalt paving, color coating, concrete curbs, walks and paving, playground equipment installation, chain link fencing, shade canopy installation, landscape plantings, turf seeding and native seeding. All bids must be submitted in a sealed envelope marked with the Contractor's name and address, and "Bid for Thomas Park," on the face of the envelope. All bidders will be required to submit Bid Security in the form of a Bid Bond, Certified Check, Cashier's Check in the amount of 10% of the Base Bid, payable to the Sterling Park District. The Sterling Park District reserves the right to reject any and all proposals, parts of any and all proposals, or to waive technical errors or omissions in submitted proposals. No submitted bid may be withdrawn until a period of sixty (60) days after the bid opening date, without written consent of the Sterling Park District. The Sterling Park District encourages minority business firms to submit bids on this project and the successful contract bidder to utilize minority businesses as sub-contractors for supplies, equipment, services, and construction. The successful bidder shall be required to pay, and to agree to pay no less than the Prevailing Rate of Wages, pursuant to the Illinois Prevailing Wage Act (820 ILCS 130) for the locality of the Sterling Park District (Whiteside County), to each laborer worker, or mechanic needed or used to complete the work as detailed in the contract to be let. The successful contractor, and all sub-contractors shall be required to submit, to the Illinois Department of Labor certified payrolls no later than the tenth day of each calendar month for the immediately preceding month. Work must comply with grant requirements.
