Gwinnett County has issued an RFP seeking developers to transform a 106-acre former industrial site near Jimmy Carter Boulevard and Interstate 85 in the Norcross area into a mixed-use development. The County’s vision includes high-rise multifamily housing, mixed-income residential units, retail, commercial, office or flex-industrial space, and pedestrian-oriented placemaking features focused on walkability and transit-access improvements. The site lies within a federally designated Opportunity Zone and a state Tax Allocation District, making it eligible for investment-related tax incentives. RFP responses are due May 15, 2026.
